Yes. They send a warning & give them a grace period to participate. They've relinquished their right through non-participation. Re-register and vote next time.

No. The law says they can't be dropped for inactivity. The Ohio system doesn't adequately protect inactive voters. Whenever someone eligible shows up to vote they should be able to do that.
