Where should you build the new shipyard?
Congratulations! Catherine II has charged you with selecting the optimal location for a new shipyard in the south of the empire. This facility will produce ships for Russia’s southern fleet, which operates in the Black Sea and Mediterranean.
Answer the following six questions to determine which site, in your opinion, is best suited for the task. This is an expensive project, so choose wisely!
